Senior Projects Officer (Planning & Business Development Officer):

Peacehaven Town Council is looking for an experienced Projects Officer to develop and implement its vision for the community and for sustainable long-term planning development. This will include the creation of a Business Plan for the Council, the redevelopment of Peacehaven Town Centre and delivering the Neighbourhood Plan.
The successful candidate will have proven Project Management Skills, the ability to communicate at all levels and experience of local authority planning.
The position is initially part-time (22.5 hours per week).
Salary circa £42,000 (pro-rata) subject to experience.

Principal Responsibilities:

1. Developing and implementing the Town Council Business Plan and the Neighbourhood Development Plan.
2. To work closely with Council Officers at Town, District and County level and other stakeholders.
3. To identify and apply to external funding sources to enhance the services provided to the town.
4. To support entrepreneurial activity and create sustainable employment opportunities.
5. To develop a sustainable transport plan for Peacehaven and to consult with relevant highways authorities.
6. To manage, in consultation with stakeholders, the regeneration of the town centre and other facilities.
7. To attend all Planning & Highways and Business Planning Committee meetings.
8. To undertake other duties from time to time consistent with the level of the post including deputising as the Proper Officer.

Person Specification:

Qualifications:

Educated to Degree Level – Essential
Driving – use of car and current driving licence- Desirable

Knowledge/Experience:

An understanding of local authority administration and/or experience of working in the public sector- Desirable
An understanding or experience of the commercial environment- Essential
Experience of working in partnership with a diverse range of people, community groups and businesses- Desirable
Experience of managing projects and delivering results on time and within budget- Essential
Experience of successfully managing a significant budget and obtaining external funding – Essential
Experience of Local Authority and Neighbourhood planning – Desirable

Skills:

An ability to work under pressure with changing priorities and timescales- Essential
An ability to negotiate and influence outcomes- Essential
Excellent oral communication skills and a clear confident presentation style- Essential
Excellent written communication skills, including committee papers- Essential
An ability to analyse situations and data and present a workable solution- Essential

Good IT skills including project management- Essential

Available for attendance at evening meetings (and some weekend meetings/events) social events, talks to local groups- Essential
